About Image to PDF
Image to PDF puts pictures of different formats into one PDF, one picture per page. It reads JPG, PNG, HEIC and HEIF, WebP, GIF (first frame), BMP, TIFF (every page), AVIF, JPEG XL, and EPS or PostScript drawings (every page). You can add pictures in several rounds and remove any of them with its ✕ button; the pages follow the order in which you added them. JPG photos (unless mirrored), PNG pictures, and TIFF pages keep their pixels; WebP, GIF, BMP, and AVIF pictures, plus HEIC in Safari, are first drawn upright, while in other browsers a HEIC becomes a lossless PNG page. EPS and PS files are turned into PDF pages by our own PDF service (Ghostscript), so their text and lines stay vector. The PDF is assembled by pdf-lib right on your device.

How to combine images into one PDF
- 1Click or drop images on the upload area, and add more the same way if you need to.
- 2Remove a picture with its ✕ button, then choose a "Page size", an "Orientation", and a "Margin".

Which tool to use
- JPG to PDF: converts with the same code and the same page size, orientation, and margin choices; there, choosing files again replaces the selection, while this page adds pictures in several rounds and lets you remove one.
- Merge PDF: mixes existing PDFs, pictures, and Office files in one PDF and lets you reorder the list; each picture keeps its own page size there, with no A4 or Letter choice.
- PDF to Image: goes the other way, saving PDF pages or the pictures inside a PDF as PNG, JPG, WebP, TIFF, or BMP files.
Where your file is processed
Your pictures are not uploaded, except EPS and PS files, which our own PDF service turns into PDF pages with Ghostscript, then deletes. pdf-lib builds the PDF inside this browser tab, HEIC files are decoded by heic2any where the browser cannot open them, and TIFF files by the site's own decoder. If an error message appears, the cleaned message, the tool's name, and your browser's name and version may reach us, never the images.
Frequently asked questions
Can I mix JPG, PNG, and HEIC in one PDF?
Yes. Every picture becomes its own page, whatever its format. A GIF gives its first frame and a multipage TIFF gives one page per frame. A file that cannot be read is named in an error message; it is never dropped silently.
Will the image quality drop?
No for JPG photos, copied into the PDF byte for byte unless they are mirrored, and no for PNG and TIFF, which keep their pixels. WebP, AVIF, BMP, and GIF pictures, plus HEIC in Safari, are redrawn first, as JPG for photos or PNG with transparency; in other browsers a HEIC becomes a lossless PNG page.
Can I use A4 or Letter pages?
Yes. "Fit to each picture" makes every page the size of its picture. A4, US Letter, US Legal, and A5 center each picture inside a margin of None, Small (10 mm) or Big (20 mm), scaled down to fit, never cropped or enlarged.
Is there a picture size limit on a phone?
Yes: 48 MP for formats other than JPG on phones and tablets, against 268 on a computer. A bigger picture is named as soon as you pick it, and, unless it is a TIFF, the Reduce button shrinks it and converts it in one step.
How do I change the order of the pages?
Pages follow the list. Move a picture up or down with its ↑ and ↓ buttons (with a keyboard: Tab to the button, then Enter); to reorder the pages of a finished PDF, open it in Reorder PDF Pages.
Why is the page so large with "Fit to each picture"?
That option turns each pixel into one point, 1/72 of an inch, so a 4032×3024 px phone photo makes a page of 56×42 inches. Pick A4 or US Letter in "Page size" when the PDF will be printed or filed as a document.
How many pictures can one PDF hold?
The page sets no number. Pictures are added one after another inside the tab, so your device's memory is the limit; JPG photos need the least, since they are copied into the PDF rather than decoded.
Can I select or search the text in the PDF?
No. Each page holds a picture, so a photographed letter or receipt has no text layer. Run the PDF through OCR PDF to make its text searchable.
